Terran Concord

Sol · The Continuity Charter, 2901

The Terran Concord governs Sol from Aurelia Ring in Earth orbit, under a written constitution that kept the imperial crown and took everything out of it. The Sovereign is head of state, signs the Charter at each Convocation and cannot refuse. The Civil Assembly holds the power. Three and a half centuries of Concord history read as the record of a state that answers every crisis by writing a procedure for it.

The settlement

The Continuity Charter was signed on 14 Secondmonth 2901 at Aurelia Ring, fourteen months after the Deed of Dissolution ended the Terran Ascendancy. It continued the office of Sovereign as head of state and converted every Ascendancy peerage held at Sol to be held of the Charter: style, precedence and heritability survive in full, and the underlying writ is void. A Grand Duke keeps the words and holds no hull; a Marquess keeps his march and may not inspect, toll or refuse. Article 9 states that no prerogative exists that is not written in the Charter, and that anything not granted is not retained.

Character

The Concord treats the record as the thing itself. Vesna Aurel, the last Empress and the first Sovereign, asked whether she might read the Charter before signing it, read for six hours and forty minutes, took a meal at the table without leaving it, and signed. Asked why, when Article 2 said she could not refuse, she said she had wanted it on the record that she had read the thing she could not refuse. That sentence is carved on the lintel of the Signatory Hall and is quoted approvingly by the Open Charter Movement and by Continuity First, for opposite reasons.

Under pressure the Concord converts a moral question into a clerical one. When Corvin Aurel I failed to appear at the Convocation of 2937 and sat behind a shut door for eleven days, the Assembly answered with the Signature Act 2938: if the Sovereign has not signed within thirty days, the Lord Herald affixes the signature, with identical force. What had been a moral impossibility became a filing step. Every Sovereign since has signed within the hour, which everybody understood to be the point.

It is very good at legitimacy and very bad at fairness. The Ninth Arc Settlement of 2974 confirmed the Court in four kilometers of the Ring's best arc, full spin gravity and real light, while eleven thousand yard families lived in the spine at three tenths of a gravity on recycled air. The Sovereign argued the case herself, without counsel, and won it in an afternoon. Six spine tenants met in the corridor outside the hearing nine days later, called themselves the Whole Ring Caucus, and have asked the same question for three hundred years. In 3071 a crown turned on a commencement clause that a junior draftsman had written at four in the morning to buy three committee votes, and the claimant who lost was, on any honest reading of the statute's own preamble, right.

Its silences are legislated. The Act of Political Silence 3106 bars any member of the royal house from holding elective office, addressing a chamber or publishing on a matter before the Assembly, on pain of removal from the line. When a coolant loop failed in the spine housing on 19 Fourthmonth 3123 and burned through four decks in ninety minutes, killing nineteen hundred people who were almost all yard families, the Sovereign was advised that the fire was a matter before the Assembly and sent no message. Junia Falk, a spine pipefitter who pulled eleven people off Deck Two and later took a seat on the Whole Ring ticket, was asked in 3141 what she made of that silence. She said she had not noticed it at the time, and that this was what she held against her.

The Concord counts an uneventful reign as a triumph, and its most industrious failures are administrative. Vesna Aurel III spent thirty-five years and the entire Civil List surplus re-engrossing the Heralds' Roll from 2528 forward, folio by folio, with three hundred clerks. In 3237 the Assembly declined to give the work statutory authority on an argument available since the day it began: an authenticated copy of a record is a copy, and giving it authority would mean the original had lost it. The four hundred and eleven cases sit catalogued in the stacks, and nothing in Concord law, procurement, succession or ceremony refers to them.

History

2901
Vesna Aurel signs the Continuity Charter at Aurelia Ring. Crown estate and the Ansbach Line Office escheat to the Civil Assembly, creating Concord Line as public property.
2938
The Signature Act, passed after the Sovereign's eleven-day refusal to appear, gives the Lord Herald power to sign in his place after thirty days, with identical force.
2974
The Ninth Arc Settlement confirms the Court in four kilometers of full-gravity ring. The Whole Ring Caucus founds itself in the corridor outside the hearing nine days later.
3055 to 3057
House Vaunt is attainted for selling Ardent Yards frame patterns to the Kiln and its catalogue prefix is struck, the only use of attainder in Concord history; the Court of Heralds then rules that corruption of blood does not run through a consort into the crown.
3062
The Succession Act ends the preference of sons, but only as to persons born on or after 1 Firstmonth 3062, a clause inserted overnight by the draftsman Ansel Poe to secure three votes in committee.
3069 to 3071
The disputed succession. Rega Aurel claims under the Act's purpose and her younger brother Emrys under its wording; after nineteen months the Court of Heralds finds for the wording. She takes the New Carthage settlement and litigates the point for thirty-nine more years.
3106
The Act of Political Silence follows Prince Toma Aurel's fifty-minute address to the Martian Chamber demanding a Martian Convenor and fleet allocation. He is removed from the line the same year and the royal house loses its voice.
3141
The Consort Qualification Act requires Assembly consent for the marriage of the Sovereign and the first six in line, conditional on divestment of any foreign shareholding, warrant, Forge-Duchy interest or Tally key. It has since removed four people from the line.
3187 to 3188
Princess Ilsa Aurel, refused consent to marry a Freeborn boarding officer, leaves Aurelia Ring carrying the Aurel private duplicate of the Register of Grants, and asks the Heralds in writing to strike her from the Roll. They do. Sol calls it theft; the Freeborn call it dowry, and the renunciation bound her alone.
3263
The Counsellors of State Act, written around a Sovereign who had lost the use of his hands and could not abdicate, lets the heir sign while the Sovereign remains Sovereign. The Open Charter Movement doubles its subscription that year.

Houses

Concord Line (CL-) owns nothing and numbers everything. Its catalogue was opened in Sixthmonth 2531 by a bonded tally clerk at Old Launch, and CL-0001 is an eleven-millimeter hull-plate fastener that is still made and still flying, the oldest thing in human space with a number on it. The Line Office escheated to the Civil Assembly in 2900 and the house has been public property ever since. The numbering room at Old Launch is kept by Tacita Prentice.

Ardent Yards (AY-) builds the cohort frames, Velites, Hastati, Triarii and Praetorian, out of Luna, on a writ granted to Grand Duchess Sabra Ostrek in 2528 for holding the Mars approach with hulls she could not resupply. Grand Duke Sevrin Ostrek IV holds the style and the chair, and funds Continuity First on the stated ground that a head of state who cannot refuse is cheaper than one who can. Marcella Ostrek is Master of the List and runs the yards.

Concord Arsenal (MC-) is the works of House Ansbach, older than the house and disliked for saying so: two proof cages off Old Launch that a Vance heiress brought to her marriage in 2494. It arms the Charter Guard and the Fleet. Verrina Ansbach, Grand Duchess of Carriage in a state where that is a chair and a form of address, is the only peer of the Concord living in the spine at three tenths of a gravity.

Accord Arbitration (AD-) sells judgment rather than hardware. It descends from Vann Osley, who clerked the Continuity Convention eleven years unpaid and asked to be paid in paper: the Composition of Seals of 2531 gives his successors a hundredth part of every instrument the Heralds seal, forever, and nothing else. It sits as the Court of Heralds, and its rulings on style, descent and legitimacy are final. Tacita Osley has been Herald-Arbiter since 3259.

House Vaunt of Luna builds no catalogue at all. Attainted in 3055, its prefix struck and never reissuable, it makes frame actuators better than anything carrying a number, which Concord procurement is forbidden to buy and Concord crews buy anyway.

What they tell each other

The Hand of Deck Two. The story on the spine floor is that Junia Falk cut her way into the fire of 3123 herself, opened Deck Two, carried eleven people out through her own hole, and afterward told a Sovereign to her face what the arc cost. The Ring inquiry named no person at all. A Caucus commemorative of 3161, subscription funded, handed her the torch, because a borrowed opening makes a weaker poster. The coaming section was cut out in the refit of 3126 and bolted to the Caucus hall wall, and its edge is cut at an angle no hand tool makes. Nobody standing under it has asked who cut it.

The Last Muster. Continuity First has printed as a paragraph since 3241 the account of forty hulls of the Second Standing Line answering the last imperial muster in 2900, family crewed and unpaid, standing off the hall at Sirius eleven days so that the crown did not end unguarded. There is no contemporary source, which is the finding, and the Berth Books put every hull of the Second Line at Luna in refit that autumn. A plate cast in 3141 at the Ninth Berth muster office names all forty. Eleven of them had been broken up before 2880 and stand in the Berth Books as scrap. It is polished quarterly.

The left-hand four hundred. Every Concord hull is said to carry one fastener that will not come out, cut to the pattern of CL-0001, and a hull that loses hers cannot be mustered. There is no statute, no clause and no left-hand thread anywhere in the catalogue. What there is, under the counter at Old Launch, is a hundred and forty years of receipts at fifty times list price, each initialed by a clerk who knew exactly what he was selling. The tale persists because it explains to a new master why a bolt outranks him.
